Stephen Gardner is currently the Chief Legal Officer at zerohash, joining the company at inception and having led the organization through a highly compliant regulatory regime, establishing zerohash as a leading trusted crypto and stablecoin infrastructure platform that counts Morgan Stanley, WorldPay and Interactive Brokers as customers.

Stephen has established the frameworks that enabled the company to obtain two BitLicenses from the NYDFS and 49 Money Transmitter Licenses, allowing zerohash to operate compliantly across 51 U.S. jurisdictions.Stephen has overseen zerohash’s global compliance program expansion, driving regulatory applications and relationships with the FCA, DNB, AFM, the Bermuda Monetary Authority, and securing VASP registration with AUSTRAC in Australia.

Stephen also led zerohash’s state trust charter application with the North Carolina Commissioner of Banks, where he serves as Chief Executive Officer. His responsibilities span commodities, securities, and money transmission licensing, as well as ongoing engagement with regulatory bodies including State Banking Authorities, the CFTC, the SEC, and members of Congress.

  • He has built and overseen the company’s supervisory and compliance procedures—including BSA/AML, GDPR, and GLBA policies—which have been routinely tested and audited, consistently meeting the high standards expected by global regulators.
