Paul J. Mamo serves as the Assistant Deputy Commissioner, Services and Enforcement, where he serves as the principal advisor to the Deputy Commissioner, Services and Enforcement in the achievement of the IRS mission. He also advises the Deputy Commissioner in the development of Servicewide policies to address cross functional issues and develops joint strategies with other Service officials to ensure consistency of approach and treatment of taxpayers and employees.

Prior to this position, Paul briefly served as the Director, Cincinnati Accounts Management within Wage and Investment (W&I), where he had responsibility for managing the day-to-day IRS Accounts Management operations for the Cincinnati, Indianapolis and Cleveland locations. Paul also served as the Director, Collection in the Small Business/Self Employed Division, where he provided executive leadership and direction in the design, development and delivery of Collection programs and policy in support of comprehensive tax administration and taxpayer compliance. He was also a member of the IRS Senior Executive Team as the Director, Online Services, where he managed large-scale agency digital transformation efforts such as IRS Direct Pay, Online Account and the IRS Online Payment Agreement.  While Paul led the IRS to begin communicating digitally with taxpayers by launching several Secure Messaging and text chat pilots to drive taxpayer interactions from paper to secure electronic communications, Paul’s other notable digital achievements include a newly organized  www.irs.gov, which showcased a more streamlined website and a robust search function.

Paul also served as the Director, Submission Processing W&I where he was responsible for processing individual and business tax returns through both electronic and paper filing methods.  His responsibilities included managing programs and policies for the five W&I processing centers and lockbox bank operations.  He also served as the Deputy Director, Submission Processing, and as the Field Director, Ogden Submission Processing Center. In addition, Paul served as the Director, National Public Liaison, and held other executive positions within the IRS Electronic Tax Administration Office.  Paul also worked at the Office of Management and Budget, where he helped shape the original Presidential Management Agenda. 

Paul has a Bachelor of Science degree in Management and is a graduate of the IRS Spring 2006 Executive Development Program.  Paul is married with 4 children and lives in Washington, DC.
