Carlos Moreira is a senior investigator and anti-financial crime professional with over 12 years of
investigative experience, and currently specializes in advanced blockchain analysis. His career
spans both the public and private sectors, with a deep focus on investigations involving national
security, financial crime, cybercrime, organized crime, and public corruption.

Currently, Carlos serves as a Government Solutions Architect at Anchorage Digital, and was
previously a member of their Global Financial Crime Compliance Team, where he specializes in
complex tracing and cryptocurrency investigations. His expertise in the digital asset space is
backed by industry-leading certifications from blockchain intelligence firms such as TRM Labs
and Chainalysis. He is also recognized as an ACAMS Certified Cryptoasset Anti-Financial
Crime Specialist. Additionally, Carlos is an Advisory Board Member for Deconflict.com and
volunteers with Operation Shamrock to assist their Tracing and Triage Team support victims of
scams involving digital assets.

Before joining Anchorage Digital, Carlos served in the US Army from 2010 to 2019 as an
infantry soldier and later as a counterintelligence special agent in special operations units, which
included multiple deployments in support of Operation Enduring Freedom, Operation Juniper
Shield, and Operation Octave Shield. Carlos then spent his civilian career at the intersection of
law enforcement and national security. He served as both a law enforcement officer and an
investigative analyst for the State of North Carolina and the Department of Defense, supporting
multiple task forces in the areas of counterintelligence, counterterrorism, and money laundering.
In 2023, he transitioned to the private sector to join Binance’s Global Sanctions Investigations
Team, specializing in sanctions and counterterrorism financing investigations before
transitioning to Anchorage Digital.

Carlos holds a Master’s degree in law enforcement intelligence and analysis from Michigan
State University. He has further refined his technical expertise with graduate certificates in
forensic accounting from Northeastern University and blockchain technology from Saint Louis
University.
